Position:
Residential development plans should contain an Education Impact
Statement.
Discussion:
State law should be amended to permit localities to require inclusion of
the adequacy of existing public facilities in development applications.
Specifically, the Virginia Code on Land Use Petitions needs to be
modified to include an "Education Impact Statement" in all
Fairfax County residential development plans. Education Impact
Statements would establish very clear linkages between new school
construction and residential construction and redevelopment and thus
would facilitate construction of new schools in phase with developing
needs. Similarly, zoning applications should also carry Education Impact
Statements.
Recommendation:
State law should be amended to permit localities to require inclusion of
the adequacy of existing public facilities, particular public schools,
in zoning and development applications.
